Chief Jim Napolitano

James F. Napolitano has vast domestic and international experience in government and corporate security.  Mr. Napolitano most recently served as the Advanced Security Specialist for Marathon Oil responsible for domestic and international security operations including Security Vulnerability Assessments, Voluntary Principles, Workplace Violence Mitigation and Employee Safety.  He was instrumental in securing Worldwide Exploration and Drilling sites in volatile locations such as Iraq.

Prior to entering the private sector, Mr. Napolitano served over 22 years as a Special Agent with the United States Secret Service.  He served in various capacities including protection for four Presidents and numerous visiting Heads of State. His duties included security assessments, investigations and threat assessments throughout the world including development of security protocols and logistics for President Bush’s Western White House. He also served four years as a member of the elite Counter Assault Team (CAT).

Additionally, Mr. Napolitano was an instructor for the Secret Service with specialties in Control Tactics, Firearms, Emergency Medicine, Physical Fitness and Rescue Swimming. Other duties included conducting counterfeiting, white collar crime and child pornography investigations domestically and internationally.  Mr. Napolitano worked numerous protective intelligence cases involving direct threats against The President of the United States. Prior to his career with the Secret Service, Mr. Napolitano was a Montgomery County Sheriff’s sergeant and has a reserve commission.

He received his Bachelor’s Degree in Mechanical Engineering from the University of Houston. Mr. Napolitano is licensed by the State of Texas Private Security Bureau as a Personal Protection Officer, Commissioned Security Officer, Private Investigator and Level III & IV Instructor.  He is also licensed as a Concealed Handgun Instructor.


Keith Oakley, Lobbyist for TALI

Keith Oakley is a registered lobbyist in Austin and Washington D.C., representing the business interests of clients before state and federal legislators. Oakley served as a member of the Texas House of Representatives from 1985 – 1999 representing Kaufman, Ellis and Hunt Counties
As a member of the Texas House, Oakley held positions on the House Business and Commerce Committee, the House Environmental Affairs Committee and the House State Affairs Committee.
Oakley is credited with the passage of many major state legislative efforts including the “dial before you dig” legislation and the concealed handgun bill. His legislative and oratory skills coupled with his ability to bring groups to the bargaining table in order to pass legislation soon won him a position as Chairman of the House Public Safety Committee.
Oakley served as Chairman until his retirement from the in 1999, when he began his career as a registered lobbyist. Prior to his election, Oakley worked as the chief legislative aide to State Sen. Ted B. Lyon, where he ran the senator’s legislative offices and campaign efforts.
Oakley began his legislative career as the special assistant to Texas Commissioner of Agriculture Reagan Brown. There he assisted the commissioner in developing policy decisions and working on the departments’ legislative issues.
Oakley graduated from Southwest Texas State University in 1982, where he also served as editor-in-chief of his college newspaper.
Oakley has successfully represented the private security industry and others in their legislative and lobbying efforts before the Texas Legislature and Congress.
He and his wife Norie, have two sons, Garrett and Connor.

J.R. has more than thirty years’ experience as a professional investigator. He began his career while working his way through college, initially serving as a part-time investigative apprentice. Afterwards, he served more than five years as an investigator and case manager for firms operated by former special agents of the FBI. He next formed Skaggs & Associates, Inc., an investigations company in Houston, in 1988. The firm, which became ResultQuest® in 2015, has always been dedicated to the guiding principles of professionalism, discretion, and a high quality work product.
J.R. is additionally experienced in bank management, private security, and aviation, and is a licensed aircraft pilot. He holds Texas Department of Public Safety licensure as a private investigator, commissioned security officer, and personal protection officer.
A graduate of The University of Texas, he was conferred the degree of Bachelor of Business Administration in International Business, with specialized study of the Spanish language and Latin American affairs. He is a member of the Texas Association of Licensed Investigators (TALI) and the International Intelligence Network (Intellenet). J.R. is among a small handful of investigators holding the designations of Texas Certified Investigator (TCI) and Board Accredited Investigator (BAI). He has also served as an instructor of surveillance and undercover operations for the Professional Development Institute of the University of North Texas.



Jim McLendon

James (Jim) McLendon is White Cloud Security’s Chief Operations Officer. He is a retired senior military officer and corporate executive with over 43 years in key technical, leadership, and security management positions. His experience spans the areas of physical security, operational security, and information security. His military duties included commanding large, diverse and geographically separated organizations. Following his military service, he was hired by AXENT Technologies as Vice President, Operations where he led the company’s computer security consulting practices throughout North America. In this role, he also established and managed the company’s first managed security services (MSS) operation. Symantec acquired AXENT and assigned him the role of Vice President, Managed Security Services, and, later. Vice President, Global Business Development. His success in both of these positions helped take Symantec from a $1B company to a $5B company in less than five years. He retired from Symantec in January 2005. In February, 2016, White Cloud Security introduced him to their product and invited him to join the company. Recognizing the potential for a new paradigm in the cyber security industry, he came out of retirement to help facilitate the company’s growth in that market.

Phil Klein

Philip Klein has been a nationally recognized investigator practicing Texas for 26 years. Klein started his investigation practice working with Equifax Prudential in the primary claims division, handling insurance death claims. He spent two years in National Politics and Political campaigns. In 1992 Klein formed Klein Investigations and Consulting to serve the expanding and growing legal market in Texas and around the United States.

Klein holds a level IV and managers license with the Texas Commission on Private Security, is a State Licensed Personal Protection Officer, holds a State Accredited Fire Fighters License, Emergency Medical Services Basic License, and a Level 2 Arson Certificate. He further holds a State Supreme Court Standing Rule 103 to effect civil service in any county in the State of Texas and Federally nationwide.

Klein has attended Federal and State interrogation, intelligence, personal protection and surveillance schools and holds numerous State and Federal certificates. The firm has been instrumental in creating a data base on national business, political leaders and elected officials that assist law firms around the United States. He is also a Child Rescue Network Investigator and has been responsible for retrieving over 200 children and fugitives in his career. As well has been recognized with numerous awards.
In 2002, Klein, along with his two business partners created Texas Professional Bodyguards, LLC. A full service intelligence and personal protection agency designed to protect corporate officials and high profile individuals. During Hurricane Rita, Ike, and Katrina TPB serviced the infrastructure utility companies and provided protection for ground operations personnel after the storm(s).

Philip is a long standing member of the Texas Association of Licensed Investigators. Klein also speaks to groups around the United States on abductions and consults law enforcement and the legal community regarding domestic cases. Further, Mr. Klein is a well known figure in Austin, Texas, and lobbies for efforts regarding issues for the security and investigative communities.

Mr. Klein is a noted guest speaker and lecture at law schools around the State of Texas. As well Mr. Klein is a sought after speaker for special events giving his humour and stories of his experiences in previous cases he has been involved in.  Klein has been featured on media programs including NBC’s Dateline and The Today Show, CNN's Nancy Grace Show, Geraldo Rivera, CNN Issues with Jane Velez-Mitchell, Fox News' Greta Van Susteren, MSNBC, Good Morning London, Australia's Channel 9 Evening News, Today Show Australia, and is a media resource for the national media regarding kidnappings and parental abductions.
